Save Cedar House- Campaign to Save Homeless Services

category dublin | housing | news report author Tuesday March 02, 2010 10:45author by Paula Geraghtyauthor email mspgeraghty at yahoo dot ie Report this post to the editors

Over 30 people came out to protest outside Dublin City Council to keep Cedar House, a service for homeless people in Dublin open, on Monday, March 1st 2010.

Background Information:
Save the Homeless Services was set up to raise awareness and support for the protection of homeless services in Dublin. Cedar House is just one of the many emergency accommodation shelters due to be closed down in 2010. The closure of these vital shelters is supposed to mark the successful implementation of the Governments "The Way Home” strategy and the Homeless Agency's "Pathway to Home" strategy. While these strategies were developed with the best of intentions they do not go far enough to address the root causes of homelessness and they certainly do not provide sufficient guarantees that the vulnerable and marginalized people who use these services will be provided with consistent support. One of the key goals of the strategy is that by the end of 2010 "no homeless person will spend longer than six months in emergency accommodation".

"Pathway to Home" is based on a previous document called "Key to the Door". The strategies proposed in the Homeless Agency's "Pathway to Home", the implementation plans, the assessments of total needs, the suggestions for fulfillment of those needs are all based on 3 key ASSUMPTIONS.... one of which is "Blockages to an adequate supply of long-term housing are addressed". .

With approximately 60,000 people currently on housing waiting lists this is just farcical

Cedar House provides services for up to 50 men per night and up to 50 men and women per day.

We have not been given any information to date as to the plan for redeploying the services currently provided by Cedar House: emergency accommodation, counseling, methadone maintenance programmes, personal development programmes, educational programmes, doctor/nurse access, life skills programmes, key workers, day drop in centre providing shower facilities, clean clothing and bedding, food, etc.

If the decision makers go ahead with planned closures of these facilities without ensuring continued and consistent access to these services many people will regress dramatically in the struggle to improve upon their current lifestyle. The provision of appropriate long term accommodation is idealistic given the timeframes involved and access to support services would be limited at best for those people lucky enough to be accommodated. Without clear information or direction about the intentions of decision makers it is impossible for us to accept the closure.

The Homeless Persons Unit is another essential service being affected by this “strategy”. They currently provide a 'one-stop-shop' for homeless people including a free phone number operating 365 days a year 10am to 1am placing families and single people directly into emergency accommodation. They give advice and information on entitlements and rights. They also provide in-reach and out-reach services in shelters, hostels, B&B's, prisons and hospitals. The daytime service carries out an assessment of homelessness where individuals and families can have their immediate needs in terms of accommodation and income addressed in one visit. The HPU has 20+ years experience in dealing with the payment and placement of homeless men, women and children. In the same way that the Homeless Agency's strategy has led to a decision to close emergency accommodation this strategy now requires that the role of the HPU is reduced to a payment and information function only and ceasing their in-reach and out-reach clinics. The placement function of the HPU is being moved to the local authorities, such as Dublin City Council, who will essentially be responsible for placing people and households which they have themselves recently evicted!!! Not only is that a conflict of interest but it may make many people unwilling to engage with the services.

Motion to Dublin City Council meeting 1st March 2010
This Council condemns the proposed closure of Cedar House Homeless Hostel in accordance with the strategy of the Homeless Agency, “Pathway to Home”. We demand that this unit remains fully open and continues the provision of services to homeless people in our city until such time as alternative and adequate housing alternatives are put in place. An essential 20 bed dormitory is due for closure by 30th March 2010 and no adequate alternative has yet been identified and communicated. 30 individual rooms and all other services are due for cessation by 30th September 2010.

Last night Dublin City Council voted overwhelmingly to save Cedar House Homeless Unit. The Council is now seeking that the Homeless Agency reverses its decision to close the unit.
Cedar House provides services for up to 50 men per night and up to 50 men and women per day.
Services provided include: emergency accommodation, counselling, methadone maintenance programmes, personal development programmes, educational programmes, doctor/nurse access, life skills programmes, key workers, day drop in centre providing shower facilities, clean clothing, bedding and food.

The motion said:
“This Council condemns the proposed closure of Cedar House Homeless Hostel in accordance with the strategy of the Homeless Agency, “Pathway to Home”. We demand that this unit remains fully open and continues the provision of services to homeless people in our city until such time as alternative and adequate housing alternatives are put in place. An essential 20 bed dormitory is due for closure by 30th March 2010 and no adequate alternative has yet been identified and communicated. 30 individual rooms and all other services are due for cessation by 30th September 2010.”

In proposing the motion People Before Profit Councillor Brid Smith said:
“If the decision makers go ahead with planned closures of these facilities without ensuring continued and consistent access to support services many people will regress dramatically in their struggle to improve their lives. The Pathway to Home strategy can only work if there is an adequate supply of long-term housing. With 60,000 people currently on the waiting list there is clearly a shortfall . Without a guarantee of appropriate long term accommodation it is impossible for us to accept this closure”.

The motion was taken under Lord Mayors Business and was passed overwhelmingly. Councillor Smyth is now calling on the Mayor to ensure that Council officials convey the clear view of the Council to the Homeless Agency.

People Before Profit is fully committed to supporting the staff in their campaign to keep Cedar House open.

Time to recruit the pensioners , ah ye , this poxy government has crossed the line in regards to the basic human right of any
person to have a roof over their head (s) , while we , yes you and i and millions more of us are being hypnotised day in & day
out by corruption on le grande scale by the likes of that runt Cowan & his merry feel- em- fallers , aided & abeited by the
'green purty' who when they are not writing glorious begging letters to members of An Garda Siochana are busy pearing
Cowan's pencils , or ''resigning '' because they have certain baba politicians who are playing tantrums because U-RIP is
never gonna happen or Gormless Gormley 'putting it up to Cowan' ( act 5 , part 7 ) well we are really selling ourselves down
the liffey . Where doe's this shit stop , i'll tell you when it will stop , when we wake ourselves up from our snoozing siesta's
and get up off our arses and take to the streets , en masse , and rid ourselves of the most corrupt ''government'' ever to
have been elected by people who should have known better , DONT depend on Enda Kenny to intervene either as he ought
to be ran out of politics also due to the on going war of principle the people of Mayo are fighting in Kenny's back yard .

We go around our daily mundane chores chanting 'this government is no fucken use' , and do sweet fuck all to change them
preferring to console ourselves with the tried and trusted ''well who else is IN THERE thats any better'' & suck on another
cigarette to 'ease the pain ' & open up another can of piss they call lager to get by ...
People in Ireland 2010 have lost the bottle to fight for what they built , they are so thick they would gladly lend a hand to the
same gurriers who are robbing them blind because they are so comatosed they know no better .
And lest we Forget 'The Liar o'Dea' who would'nt recognise the truth if the truth was to stand beside him , attenshun .

Take to the streets and risk it all on one turn of pitch and toss , Get Cowan out & send the fucker the message to keep
his dirty filthy paws out of local survival units which are in place to assist people who have neither a roof over their head (s)
nor a key to a door to call their own , failure to organise something of significance will simply allow Cowan to 'move on' to
his next port of call , he has got to be stopped and stopped he will be if only people would WAKE UP and get organised.

Enough is Enough .

What is happening with Cedar House? I would be interested to know. It was still open a few weeks ago, as I dropped off a donation there. What is the long term prognosis?

I would also be interested to know more details about its funding, and what rational the government are putting forward for its closure, etc.

Well having just been in the dail bar (maybe not) here’s the gruesome news according to the link below: 177 people have been arrested for so-called ‘aggressive’ begging and ‘delays’ have been experienced relocating from Cedar House. The investigative journalist cannot confirm that all the cedar house residents were accommodated during the ‘delays’ but thankfully the likes of Sean Fitzpatrick and Bertie Ahern did not have to worry about such a predicament. I’m sure the homeless were also happy about the ESB incentive announced today...or maybe not.

A country littered with empty mansions(which WE own, thanks to bailing the banks)but kids being raised in insanitary conditions as they consider how long to leave it before bulldozing them. When will Paddy discover squatting, en masse, and start rationalising mortgage repayments towards REAL values, i.e. an appropriate sum to your income. But then the bondholders would probably call NATO to put down such economic terrorism.
